In order to develop and implement a quality culture in Higher Education in Indonesia, it is necessary to have a Higher Education Quality Assurance System (SPM Dikti). The need for this system is strengthened by Law no. 12 2012 concerning Higher Education (Law on Higher Education). Following up on the law, Permenristekdikti No. 62 of 2016 concerning the Higher Education Quality Assurance System (SPM Dikti) has also been issued. This Quality Assurance System consists of sub-systems, namely the Internal Quality Assurance System (SPMI), the External Quality Assurance System (SPME) or Accreditation, and the Higher Education Database (PD Dikti).
As one of the sub-systems in quality assurance in higher education, every university is obliged to implement SPMI. In SPMI, universities have autonomy or independently to establish, implement, evaluate and control and improve the implementation of higher education in a planned and sustainable manner. SPMI Unpad activities are programs that must be implemented by all Work Units within Unpad. The implementation of Internal Quality Assurance System (SPMI) in various faculties in Unpad is integrated in university management. The University assigns the implementation of SPMI to structural officials at each level of management (dean/head of department/head of study program/head of laboratory).
Based on Rector’s regulation no. 1 of 2020 concerning the Organizational Structure and Governance of Universitas Padjadjaran, SPMI Unpad is coordinated by the Quality Assurance Unit. At the Faculty level, quality assurance is coordinated by the Faculty Quality Assurance Unit (UPM). This unit is tasked with supporting the dean in the implementation of quality assurance duties. The Faculty Quality Assurance Unit is chaired by the Head of UPM Faculty (Figure 1).
The Quality Assurance Team of the Faculty of Agriculture was formed based on the Decree of the Dean of the Faculty of Agriculture Unpad No. 084/UN6. The Faculty Quality Assurance Unit functions:
- Implementing academic quality assurance system in accordance with applicable laws and regulations and Unpad quality assurance guidelines
- Implement guidelines and procedures for internal evaluation of academic quality assurance set by Unpad
- Carry out internal evaluation instruments for academic quality assurance determined by Unpad
- Coordinate the academic quality assurance process in all work units within the Faculty
- Provide input and recommendations to the Dean regarding quality assurance
- Carry out the development and implementation of quality standards and audits in the fields of education, research, community service and student affairs at the Faculty level
- Coordinate self-evaluation preparation activities and study program performance measurement in the framework of the national study program accreditation process
- Coordinate field assessment activities in the framework of the accreditation process of national level study programs
- Carry out coordination with the Quality Assurance Unit in the implementation of quality assurance at the Faculty level
